Section 1: Name and Definition 

Name The name of the body constituted in this document shall be the faculty and staff of the College of Health Sciences & Professions (CHSP) of University of North Georgia.

Section 2: Definition

The University System Of Georgia Board of Regents established the College of Health Sciences & Professions in 2013. The college’s primary activity is the preparation of practitioners, educators and scholars in health-related professions.

Section 1: Purpose

This constitution will govern college procedure and establish committees and duties of committees in the College of Health Sciences & Professions. This constitution shall not conflict with the University of North Georgia (Õý°ÄÃÅÁùºÏ²Ê¿ª½±½á¹û) Statutes or the policies of the Board of Regents of the University System of Georgia.

Furthermore, this body is an organization of faculty and staff employed to carry out the mission of the College of Health Sciences & Professions, consistent with the mission of the University of North Georgia.

Section 2: Mission

The mission of the College of Health Sciences & Professions is to preserve, promote, and improve the holistic well-being of diverse populations, communities, and individuals. To fulfill this mission, we foster collaborations among our departments in teaching and learning, research, and service. Faculty and staff espouse excellence and integrity in a student-focused learning environment characterized by engagement in creative intellectual inquiry and active community partnerships. We remain devoted to a life of service in the hopes of fulfilling this mission.

Section 1: College Entities

As defined in this document, the College of Health Sciences & Professions shall include the following administrative entities: (1) Department of Counseling (2) Department of Nursing (3) Department of Physical Therapy (4) Health Administration. 

Section 2: Members

Membership of the faculty of the College of Health Sciences & Professions (hereinafter referred to as the faculty) shall consist of all individuals classified as Õý°ÄÃÅÁùºÏ²Ê¿ª½±½á¹û full-time faculty in the College of Health Sciences & Professions with the titles of professor, associate professor, assistant professor, senior lecturer, and lecturer. The Dean of The College of Health Sciences & Professions, or the faculty by majority with approval of the Dean, may designate persons not included in the foregoing paragraph who shall have the privilege of attendance and discussion at faculty meetings, but shall not be allowed to vote.

Section 3: Affiliated Faculty

Certain individuals have faculty appointments by virtue of their employment in affiliated institutions but do not have membership in the faculty of the college.

Section 1: College Council

The dean of the college will chair the college council. Members shall be college-level directors and coordinators and department-level chairs/heads. The college council shall appoint sub-committees for specific responsibilities as appropriate. The Council will regularly advise the Dean on standards of excellence in teaching, scholarship and service for promotion and tenure.

Section 2: Curriculum Committee

The Curriculum Committee shall consist of one faculty member from each department, the Director of Academic Services and the Coordinator of IPE. The term of service for committee members will be two years. The term of service for committee members shall be staggered.

The Curriculum Committee shall:

1. Establish and disseminate a schedule of deadlines for submission of curriculum materials by academic units to allow materials to be reviewed in a timely manner by the University Senate and the appropriate administrators each year.
2. Review proposed courses and course revisions and make recommendations to the Dean.
3. Review new program proposals, program revisions, and program deactivations and make recommendations to the Dean.
4. Serve as a resource/advisory body for curricular matters related to programs.
5. Review academic policies that relate to programs across the College and make recommendations to the Dean.

Section 3: Promotion & Tenure Committee

Promotion and Tenure Committee: The College Promotion and Tenure Committee (CPTC) review the promotion, tenure and post-tenure documentation from all the candidates in the college in accordance with the guidelines of the University of North Georgia for promotion and tenure.

Committee Duties and Responsibilities

Members of the College Promotion and Tenure Committee (CPTC), considering each department’s expectation for promotion and tenure, shall review the faculty member’s documentation, the department head/coordinator’s recommendation, and the Department Promotion and Tenure Committee (DPTRC) review letter and provide a review letter with positive or negative recommendations for each candidate. The CPTC will forward the review letter along with a separate numerical tabulation of committee votes to the University-Wide Promotion and Tenure Committee (UWPTC). This committee also will act in the same capacity for reviewing pre-tenure and post-tenure candidate portfolios.

Members of the CPTC

At the beginning of each academic year, the deans will appoint representatives from the associate and full professors from all departments or equivalent academic units and from all the university campuses to serve on the CPTC. Appointees must represent all of the university campuses where there is more than one tenured faculty member at the rank of associate or full professor primarily assigned to that campus by the college.

Members of the CPTC will serve for two years and the terms will be staggered so that there are some returning members each year. The CPTC members will select the chair. If possible, the CPTC members should not serve on the university-wide Promotion and Tenure Committee.

Meetings

When the CPTC is appointed they should meet to elect a chair and then meet as needed to complete review of all submitted documents according the deadline set by the Õý°ÄÃÅÁùºÏ²Ê¿ª½±½á¹û.

Section 4: Interprofessional Education & Community Engagement Committee

This committee is headed by the CHSP Coordinator of Interprofessional Education & Community Engagement. The committee will be comprised of faculty and staff members from the College and will have a minimum representation of at least one faculty and/or staff member from each discipline within the College. In addition, the Simulation Facilitator will be a standing member of this committee. Committee members will serve a two-year term once appointed to the committee.

Section 5: Awards Committee

The Awards Committee shall consist of two (2) staff members and two (2) faculty members. All members will be chosen from the academic units of the College and will serve two-year terms. Half of the staff members and half of the faculty members will be replaced every year. The Director of Academic Services for the College of Health Sciences & Professions shall serve as an ex-officio member, but will have voting privileges in case of a tie vote.

The Awards Committee shall:

1. Develop and review the faculty and staff award recognition categories and criteria.
2. Initiate the call for award nominations.
3. Review submissions for: - Faculty awards - Staff awards - Outstanding CHSP student awards
4. Plan an awards ceremony with input from the Dean’s office.
5. Survey faculty, staff, and students after the ceremony to solicit feedback and suggestions for improvement.
6. Additionally, the committee will serve as a central repository for department developed information regarding student awards criteria.

Section 6: Appeals Committee

Grade appeals will follow guidelines as outlined by the student’s academic department and university’s undergraduate and graduate bulletins.

Section 7: Scholarship Committee

The scholarship committee facilitates communication about scholarly activities among college faculty, and encourages such activities by providing new scholars with mentoring and information on funding sources for scholarship related to the college’s disciplines. The committee also may disseminate information to faculty about college scholarship projects and activities completed and in progress. The dean appoints members of the committee annually. It is chaired by the College’s Director of Research and is comprised of faculty from each department who are currently engaged in scholarship. The scholarship committee shall consist of one faculty member from each department.

Ad Hoc Committees

The dean may appoint special committees for specific purposes for a limited period of time.

The parliamentary authority for all meetings of the faculty of the College of Health Sciences & Professions shall be Robert’s Rules of Order.

An amendment or a repeal of the constitution may be proposed by any voting member. Motions for change or repeal shall be presented in writing to all members at least 30 days in advance of a regular meeting of the College. Proposed amendments shall be discussed at the next regular College meeting at which time a vote may be held or scheduled. A quorum consisting of greater than fifty percent (50%) of the CHSP faculty and staff membership is required to vote on any proposed amendment. Proposed amendments must carry by a two thirds vote of the members voting. Votes by proxy are allowed and must be submitted seven days prior to a college meeting.

Section I: Purpose

The primary purpose of the Advisory Council of the University of North Georgia’s College of Health Science & Professions is to provide a strong link between the College and the community. The Council is designed to function in an advisory capacity to the Dean and the faculty.

The Council shall meet on a regular basis to discuss the activities, programs, and needs of the College of Health Science & Professions. It shall provide active assistance toward achieving the goals of the College. The Advisory Council at its discretion is encouraged to participate in fund-raising projects.

Section II: Objective and Activities

The Council shall assist the College in the following ways:

1. The Council shall provide advice and counsel to the Dean, faculty, and students on matters affecting the College.
2. The Council shall serve as an advisory source in assisting the Dean to develop (a) objectives and long-range plans for the College, and then (b) programs to ensure the accomplishment of the objectives and to measure results of these plans.
3. The Council shall help the College relate its programs to the changing needs of the community.
4. The Council shall endeavor to supplement the existing career development and placement services at the University. For example, the Council shall encourage liaison between business/industry persons and students to acquaint students with challenges and opportunities in education and HPE fields.
5. The Council shall act as a source of business-community assistance for on-campus needs of a special or short-term nature. The College often needs particular talents, specialized knowledge, or just the time and energy of persons to supplement personnel not available on the faculty or staff. The College may ask the Council to help meet such needs as the following:
   
   
   • speakers for classrooms or other meeting situation
   • pairing professional with students for mentoring
   • internship or co-op work arrangements
   • comments or advice on curriculum revisions and innovations
   • public relations activities
   • cooperation on planning professional workshops and special events

6. The Council will work with the Dean to provide to the faculty and others continuing opportunities for meaningful business experiences. Such experiences may be in the form of consulting engagements, short-term employment in responsible positions, providing opportunities for class tours, and other relationships and programs with a business/industry community which promotes a closer liaison among business firms, their executives, and the College.
7. The Council shall assist in bringing thoughtful business executives into face-to-face advising and counseling arrangements with faculty members, administrators, and students. Frank discussions about contemplated changes in the College and the implications of those changes are needed. In this way, the University and its College of Health Science & Professions can benefit from the knowledge and experience of those in position of business leadership. Also, it is hoped that such a dialogue will foster a greater understanding of the academic process on the part of the community.
8. The Council shall become involved in any other activities deemed worthwhile by the Council.

Section III: Operation

The Advisory Council shall meet three times annually: Fall, Spring and Summer semesters, or at the call of the Council Chairman and or the Dean.

An Executive Committee consisting of no less than the Chair, Vice Chair, and Dean of the College shall be established to coordinate the activities of the Council. The Dean shall have the discretion to appoint others as may be deemed appropriate. The Executive Committee shall keep in close contact with the College of Health Science & Professions between scheduled Council meetings. The Executive Committee shall meet as required to plan and coordinate Council activities and to advise and assist the College as needed.

A written annual report of the Council's activities and recommendations shall be given by the Chair to the Dean and the Council at the spring semester of each year.

Section IV: Membership

Membership shall be open to qualified individuals recommended by the Dean of the College of Health Sciences and Professions with consultation with the Chair of the Advisory Council. Prospective members shall be approved by the Council. Each member is asked to make an annual contribution to the Advisory Council for the unrestricted use of the College of Health Science & Professions (Dean’s Excellence Fund).

Community Advisory Council

The Community Advisory Council is a Shared Interest Group that provides a link between the CHSP, community, and friends of the University.
